VILLAGE OF PLYMOUTH i
Pursuant to due call and notice thereof, a regular meeting
of the Village Council of the Village of Plymouth, Minnesota, was
a
held on the 21st day of August, 1972. The following members were
present: Mayor Hilde, Councilmen Hunt, Spaeth, Seibold and Neils.;
The following members were absent: None
Councilman Neils introduced the following Resolution and
moved its adoption:
RESOLUTION NO. 72-295
WHEREAS, this Council has been provided with a report prepared by the
Joint Executive Management Committee of the Metropolitan Council and the
Metropolitan Sewer Board, which report is entitled "JOINT COST ALLOCATION
STUDY", and
WHEREAS, the Village of Plymouth ha,, had a very limited opportunity to
digest, analyze, investigate, interpret and project many of the data which are
contained within this report, which data are used by the Joint Executive
Management Committee to reach certain conclusions which could have grave and
serious fiscal consequences for the communities served by the Metropolitan
Sewer System, and
j;
WHEREAS, using the proposed Service Availability Charge (SAC) method
exclusively in paying for reserve interceptor capacity promotes fiscal ir-
responsibility by separating policy decisions connected with capital outlay
from the fiscal consequences of such actions, and
WHEREAS, using the Service Availability Charge method exclusively in s
paying for reserve interceptor capacity has the effect of adding to the cost it
burden of new low and medium -income housing units, while at the same time
deferring all cost obligation for large landowners until a time of their
i choosing, thereby permitting them to capitalize upon the benefit of available
sewer interceptors which are being financed by other citizens, and
JWHEREAS, a review to date by Village staff, and personnel in other com-
munities, has raised serious reservations as to the accuracy and adequacy of
the data used and conclusions reached by the Joint Executive Management
Committee, and
WHEREAS, representatives of the Village of Plymouth have appeared before
the Metropolitan Sewer Board and the Metropolitan Council Referral Committee
to express our concerns and suggest possible alternatives, and these alter-
natives have not been thoroughly considered by the Joint Executive Management
Committee to determine their reasonableness in equitably allocating sewer
costs, and !I
WHEREAS, the Village of Plymouth believes that undeveloped, yet develop- S
able, land benefits by the availability of metropolitan sewer interceptor
reserve capacity, and said land reasonably represents future users of the
Metropolitan Sewer System, and
WHEREAS, land benefiting from metropolitan interceptor reserve capacity
should assist in paying for such reserve capacity on an equitable basis, and
WHEREAS, an equitable basis for measuring and assisting in the financing
of such benefit appears to be by special assessments imposed by the municipali
upon that land which is situated within the municipality, or by the Metropolit
Sewer Board, and
WHEREAS,, a combination of a modest Service Availability Charge andFarea `,
jj assessment on developable land appears to be a more reasonable method ,of
E' determining the benefit of metropolitan sewer interceptor reserve capacity
that exists under the present cost allocation policy or in the plan presented
t by the Joint Executive Management Committee, and

l WHEREAS, this proposed approach merits serious and in-depth consideration{
1Jf and study by the Joint Executive Management, Committee to evaluate its economic
i, and administrative impact upon the entire Metropolitan Sewer District as an
alternative to the cost allocation presently proposed for adoption, and

WHEREAS, this Council firmly believes that the economic consequences of I
metropolitan sewer interceptor reserve capacity cost allocations are of such
vital importance to all communities in the Metropolitan Sewer District, and
1j particularly the citizens, that adoption of the proposed cost allocation
. recommendations of the Joint Executive Management Committee would be premature
j at this time,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE
!k VILLAGE OF PLYMOUTH that this Council does strongly urge the Metropolitan
If Council to defer adoption of the cost allocation system proposed by the Joint
Executive Management Committee until alternative methods of financing metro-
politan sewer interceptor reserve capacity can be more thoroughly explored as
to their economic and administrative impact on all communities in the Metro-
politan Sewer_ District, with specific reference to the method suggested by the
' Village of'Plymouth, and that the respective Sewer Service Area Advisory
Boards be an integral part of such studies, and FURTHER that the State
Legislature be requested to consider such amendments to the Metropolitan Sewer
Act which may be required as a result of this expanded study.
BE IT FURTHER RESOLVED that the Metropolitan Council approve a con-
tinuation of the present cost allocation system for determining 1973 metro-
politan sewer billings, and
BE IT FURTHER RESOLVED that copies of this Resolution be sent to the
Governor, members of the State Legislature and County Boards of Commissioners
representing citizens within the Metropolitan Sewer District, members of the
Metropolitan Counci. Metropolitan Sewer Board, and news media.
The motion for the adoption of the foregoing Resolution was
duly seconded by Councilman Hunt, and upon vote being taken there-
on, the following voted in favor thereof: Mayor Hilde, Councilmen

Hunt, Spaeth, Seibold and Neils. The following voted against:
None. Whereupon the Resolution was declared duly passed and
adopted.

Village of Plymouth, Minnesota, hereby certify that I have carefully compared
