Pursuant to due call and notice thereof, a regular meeting
lof the Village Council of the Village of Plymouth, Minnesota, was

1held on the 7th day of August, 1972. The following members were
t1present; Mayor Hilde, Councilmen Hunt, Spaeth and Seibold. The

following members were 'absent: Councilman Neils.
Councilman Seibold introduced the following Resolution and
moved its adoption:
RESOLUTION NO. 72-271
WHEREAS, Chapter II, Section 3 of the Plymouth Village Code provides
that the Village Council shall approve the Planning Commission By -Laws,
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE VILLAGE COUNCIL OF THE
VILLAGE OF PLYMOUTH that the By -Laws for the Planning Commission of the
Village of Plymouth (EXHIBIT A attached hereto) be approved.
The motion for the adoption of the foregoing Resolution was
duly seconded by Councilman Spaeth, and upon vote being taken
thereon, the following voted in favor thereof: Mayor Hilde, Coun-
cilmen Hunt, Spaeth and Seibold. The following voted against:
None. Whereupon the Resolution was declared duly passed and
adopted.

I, the undersigned, being the duly qualified and acting Clerk of the
Village of Plymouth, Minnesota, hereby certify that I have carefully compared
the foregoing extract of the minutes of a regular meeting of the Village Council
of said Village held on August 7, 1972 with the original thereof on file in my
office, and, the same is a full, true and complete transcript therefrom.

Planning Commission.
ARTICLE II. Authorization
The authorization for the establishment of the Planning Com- 3
mission is set forth under Minnesota Laws of 1937, Chapter 287,
as amended. Powers and duties are delegated to the Planning
Commission by the Council of the Village of Plymouth by Ordi-
nance Number 67-3 of May 1,'1967 in accordance with the above-
mentioned enabling law.
ARTICLE III. Officers
Section 1. The officers of the Planning Commission shall con-
sist of a Chairman, Vice. Chairman and Secretary.
Section 2. The Chairmanshallpreside at all meetings and
hearings of the Planning Commission and shall have the duties
normally conferred' by parliamentary usage on such officers.
Section 3. The .Vice -Chairman shall act for the Chairman in
his absence.
Section 4. The Secretary shall keep the minutes and 'records-
of the Commission, and with the assistance of such staff as
is available, -shall :prepare the agenda of regular and special-':'
meetings, provide notice of all meetings to Commission members.
arrange proper and legal notice of hearings, attend to cor-
respondence of the Commission and such other duties as are
normally carried out by a secretary.
ARTICLE IV. Appointment of Office :
` Section 1. The Chairman and Vice Chairman shall be appointed
by the Mayor for terms of one (1) year.
Section 2. The Secretary shall be appointed by the Village
Manager
Section 3. Vacancies in office shall be filled immediately,
ARTICLE V. Meetings
Section 1. Re ular meetings shall be held on the first (Ist)
and third (3rd Wednesdays of each month at 7:30 p.m. In the
event of a conflict with holidays or other events. a majority
of the members in attendance at any meeting may establish
another date for the regular meeting.
Section 2. A quorum shall consist of a majority of the member-
ship. Voting shall be by roll call. A record of the roll call
ffI vote shall be kept as a part of the minutes.

Section 3. Special meetings may be called by the Chairman. It
shall be the duty of the Chairman to call a special meeting
when requested to do so by a majority of the members of the
Commission. The Secretary shall nutify all members of the
} Commission in writing not less than five (5) days in advance of
such special meeting unless all members waive such notice re-
quirements in writing.
Section 4. All meetings or portions of meetings at which offi-
cial action is taken shall be open to the general public.
Section 5. Unless otherwise specified, Robert's Rules of Order
shall govern the proceedings at meetings oT this Commission.
ARTICLE VI. Order of Business
Section 1. The order of business at a regular meeting shall be:
a. Roll Call
b. New Business
c. Old Business
d. Communications
e. Reports of Officers and Committees
f. Reading of Min;;tes of Previous Meeting
g. Adjournment
Section 2. A motion from the floor must be made and passed in
order to dispense with any item on the agenda.
1ARTICLE VII. Hearings
Section 1. In addition to those required by law, or at the
direction of the Council, the Commission may hold public hear-
ings when it decides that such hearings will be in the public
interest.
Section 2. Notice of the time and place of such hearing,
when on matters of widespread interest, shall be published once
a week for two successive weeks in the official Village i.ews-
paper not earlier than three weeks prior to the hearing. For
matters of limited territorial interest, noti�_a shall be given
in such manner as is deemed appropriate by the Commission.
Section 3. The matter before the Commission shall be pre-
sented in summary by a person designated by the Chairman, and
parties in interest shall have the privilege of the floor.
Section 4. No record of statement shall be recorded or sworn
to as evidence for any court of law without notice to the
parties.
Section 5. A record shall be kept of those speaking before the
Commission at such hearings.
Section 6. The procedure for requesting a change in the Zoning
Ordinance or approval of a proposed subdivision is outlined in
Addendum No. 1 and made a part hereof.
ARTICLE V-1. Amendments
The By -Laws may be amended by a majority vote of the entire
membership of the Planning Commission subject to approval of
the Village Council.
