R ESOLUTION N O. 2018-392
R ESOLUTION A PPROVING THE 2019 C OMPENSATION AND
C LASSIFICATION P LAN FOR N ON-R EPRESENTED E MPLOYEES
WHEREAS, the classification and compensation plan has been updated to align with
the 2019 budget which has been submitted to the City Council for review and approval; and
WHEREAS, the City Council believes that the work performed by employees for the
City of Plymouth should be recognized through formal wellness and recognition programs;
and
WHEREAS, the City Council further believes that wellness and recognition programs
often result in employee job satisfaction and productivity which result in excellent customer
service for residents and businesses; and
WHEREAS, the City Council further believes that the safety practices of City of
Plymouth employees have a direct impact on public service and on reduced rates for
insurance and workers’ compensation claims; and
WHEREAS, non-represented police and fire personnel are required to wear and
maintain uniforms; and
WHEREAS, city staff has developed a recognition program for volunteers based on
their service to the community; and
WHEREAS, the programs listed herein provide a direct benefit to residents and local
businesses; and
WHEREAS, these programs have been funded under the appropriate line items in the
budget as presented to the City Council.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that it:
1. Approves the 2019 Classification and Compensation Plan effective December 15,
2018 and the 2019 health and dental insurance contributions levels for non-
union employees.
2. Approves a 4% general wage adjustment to the City Manager’s 2018 salary as
approved by the City Council and amend his employment agreement to reflect
that the hours equivalent of the dollar amount over the salary cap waiver will be
placed in an annual leave bank. The hours in the annual leave bank will be
withdrawn by the City Manager at the time of retirement at his then current rate
of pay.
3. Approves an annual clothing allowance of $1,000 for 2019 for regular non-union
police and fire personnel.
4. Approves the following changes in the City’s 2019 staffing levels:

1.00 Senior Engineering Technician Public Works
5. Approves continuation of volunteer and employee recognition and wellness and
safety programs as budgeted.
6. Directs the City Manager to proceed with the ongoing implementation and
maintenance of the compensation plan and its components.
