City seeks applicants for commissions and committees
Plymouth, Minn. – The City of Plymouth is accepting applications from Plymouth residents for
committee and commission seats that advise the City Council, as well as for local watershed districts.
Applications are due Friday, Nov. 8.
The City Council will interview applicants and make appointments later this year for terms beginning in
early 2020.
The city may have openings on the Environmental Quality Committee, Housing and Redevelopment
Authority, Planning Commission, and Parks and Recreation Advisory Commission.
The City Council will also appoint residents to represent Plymouth on three watershed management
organizations – Bassett Creek Watershed Management Commission, Elm Creek Watershed Management
Commission and Shingle Creek Watershed Management Commission.

Rockford Road bridge over I-494 set to partially open Monday, Oct. 7
Plymouth, Minn. – The Rockford Road (County Road 9) bridge over I-494 is set to partially open at 5
a.m. Monday, Oct. 7 – weather permitting. One lane will be open to traffic in either direction. Motorists
crossing the bridge should expect congestion and delays.
The south half of the bridge will remain closed for construction for an additional two or three weeks,
weather permitting.
Phase 3: Southeast Ramp Closure set for Oct. 7
As part of the third and final phase of the project, the southeast ramp (the ramp from northbound I-494
to Rockford Road) is set to close at 5 a.m. Monday, Oct. 7. The southeast ramp will be closed through
early November.
Detour: During the Phase 3 ramp closure, motorists should follow the posted detour route – continue
north on I-494, exit at Bass Lake Road, return southbound on I-494 and exit at Rockford Road.
Phase 3, which originally required the closure of both south ramps, is ahead of schedule, as crews were
able to complete the southwest ramp during Phase 2 bridge construction.
Besides the southeast ramp, the other three ramps remain open to traffic.
Background and More Information
The project to replace the Rockford Road (County Road 9) bridge over I-494 and improve the
interchange began in May and is expected to be complete in November, weather permitting.
The project will improve traffic flow and increase the capacity of the interchange. In addition to
replacement of the bridge, the project includes:
•A wider bridge with dual, dedicated left turn lanes onto I-494
•Wider ramps with improved turn lanes onto Rockford Road
•Improvements for pedestrians and bicyclists
The project has been completed in phases, in order to best accommodate access for nearby businesses
and residents traveling the affected area.

which is closed to traffic. The bridge will be partially open during the ceremony with a single lane in each
direction on the north side of the bridge.

Background: The original interchange was built in 1965 without dedicated left turn lanes onto I-494. As
Plymouth developed, the interchange was the site of daily congestion and had averaged 33 crashes per
year over the past five years. The new interchange features a wider bridge with dedicated left turn lanes
onto I-494 – which will improve public safety and reduce traffic congestion. The project also includes
wider ramps with improved turn lanes onto Rockford Road and improvements for pedestrians and
bicyclists.
Though the bridge is not city-owned infrastructure, the City of Plymouth partnered with Hennepin
County and MnDOT to complete the project. City leaders are appreciative of state legislators who
helped secure $9.72 million in state bonding to help fund the project.

Halloween at the Creek set for Friday, Oct. 25
Plymouth, Minn. – The City of Plymouth’s annual Halloween at the Creek event is set for 6-9 p.m.
Friday, Oct. 25 at the Plymouth Creek Center, 14800 34th Ave. N.
Halloween at the Creek features carnival games, inflatables, entertainment, prizes, treats and
activities. Costumes are encouraged.
Residents must register in order to attend. Cost is $5 for adults. Cost per child is $10 if pre-
registered by 4:30 p.m. Friday, Oct. 25, or $12 at the door. Admission is free for children ages 2
and younger.
A pizza slice and a beverage are included with registration.

Plymouth Wedding Expo set for Sunday, Oct. 27
Plymouth, Minn. – The City of Plymouth will hold a Wedding Expo from 11 a.m. to 2 p.m. Sunday, Oct.
27 at the Plymouth Creek Center, 14800 34th Ave. N.
The expo showcases wedding services and suppliers, including exclusive caterers, party rentals, florists,
bakeries and photographers. Unlike a typical wedding expo housed in a large convention center, the
Plymouth Creek Center offers an elegant, customizable venue.

Residents invited to Truck or Treat at Plymouth fire stations Oct. 29
Plymouth, Minn. – The Plymouth Public Safety Department is set to hold a Truck or Treat Open House
event 6-8 p.m. Tuesday, Oct. 29 at Plymouth fire stations.
Residents are invited to stop by the nearest fire station to explore fire trucks, police equipment and
other public safety vehicles. Participants may also try fun activities with Plymouth firefighters and police
officers.
Plymouth’s fire stations are at the following locations:

•Fire Station II: 12000 Old Rockford Road

Halloween costumes are welcome.

Plymouth, Minn. – Free, confidential business counseling is available to small business owners and
entrepreneurs during select hours through the Open to Business Program.
Walk-in consultations are typically offered 1-4 p.m. the second Monday of each month at Plymouth City

Cub Foods' owner says sale in the works
for early 2020

Cub Foods owner United Natural Foods Inc. anticipates a sale of the grocery store brand in early 2020.
The new owner of the Cub Foods brand says a sale of the grocery chain is in the works
for early 2020.
United Natural Foods Inc. CEO Steve Spinner said the Providence, Rhode Island-based
company expects "to have something to announce early in calendar year 2020" on a sale
of the Cub Foods chain, according to the transcript of an Oct. 1 earnings call. UNFI
acquired the 81-store Cub Foods brand last year when it completed a $2.9 billion
purchase of Supervalu Inc., which was based in Eden Prairie.
Several other former Supervalu brands became part of UNFI in the deal, including
Shoppers, but UNFI is focused on distribution, not retail, and was openly shopping Cub
and the other remaining grocery store chains.
Shoppers is also expected to sell in early 2020, Spinner said.

“We're working diligently to divest both Shoppers and Cub and have advisers fully
engaged to push this forward who were working on several deals, each of which involves
multiple stores, which increases the level of complexity,” he said.
Asked by an analyst on the call if UNFI (NYSE: UNFI) was “pretty far along” in the sale
of Cub, UNFI Interim Chief Financial Officer John Howard said, "We are."
Founded in 1968, Cub has 81 stores in Minnesota and Illinois. That total includes 52
stores in which UNFI has a controlling interest and 29 franchise stores.
Another former Supervalu brand, Hornbacher’s, sold to St. Cloud-based Coborn’s Inc. in
November. St. Louis-based Schnucks purchased a portion of Supervalu’s Shop ‘n Save
stores in September.
UNFI intends to remain a supplier to Cub after the sale, according to an annual financial
report. The report states that UNFI is “marketing [Cub] for sale with a supply
agreement.”

Publisher of Plymouth Magazine files for
bankruptcy

Tiger Oak Media has filed for Chapter 11 bankruptcy, but says it will restructure and
continue publishing its many titles.
The Minneapolis-based media company, which publishes Minnesota Bride and other
magazines, stated in federal bankruptcy court filings it has estimated liabilities between
$1 million and $10 million and less than $50,000 in assets.

Chapter 11 bankruptcy is frequently referred to as a "reorganization bankruptcy" as it
allows owners to reorganize and be shielded from creditors and legal claims. Chapter 7
involves liquidation of assets.
Craig Bednar, president of Tiger Oak, said a news release the company plans to
restructure and continue producing its roughly 30 publications. Bednar also noted that
a decline in print advertising has adversely affected the company's bottom line.
"Over the past two years, Tiger Oak management made continual efforts to cut costs,
mainly by eliminating unprofitable titles and reducing overall operating expenses," the
company said in a release. "Since 2017, the company has achieved cost reductions of in
excess of $1 million through reduced labor expenses, reductions in freelance and
contractor services and other reductions."
Minnesota Business magazine, one of the company's offerings, announced in October
2018 it was discontinuing that publication.
